Québec permanent selection application fees in 2026

What a PSTQ permanent selection application costs in 2026: fees per person, how to pay, refund rules and the other expenses to plan for.

Published on · 5 min read

When you are invited under Québec's Skilled Worker Selection Program (PSTQ), submitting your permanent selection application comes with a fee. How much you pay depends on how many people are included in your immigration project. Below are the 2026 amounts published by the Ministère de l'Immigration et de l'Intégration (MII, formerly MIFI), how to pay them, and what they do not cover.

Fees in effect since January 1, 2026

The fee for examining the application is set per person:

  • principal applicant: $940;
  • spouse or common-law partner: $201;
  • each dependent child: $201.

These amounts have applied since January 1, 2026. The Ministère states that they are adjusted every January 1, so an application filed next year may cost something different. Always check the official page right before you pay.

A few sample totals

Adding up the published amounts gives:

  • single applicant: $940;
  • couple without children: $940 + $201 = $1,141;
  • single parent with one dependent child: $940 + $201 = $1,141;
  • couple with two dependent children: $940 + $201 + $201 + $201 = $1,543.

These are simple sums of the official rates. The exact amount is the one shown in your Arrima application.

When and how to pay

Payment is part of submitting the application. Once you accept the invitation, you generally have 60 days to submit the application, attach your documents and pay. If you were invited under Stream 3 without proof from your regulatory authority, that window is one year.

The payment rules are short:

  • credit card only;
  • the full amount at once, not in instalments;
  • in Canadian dollars;
  • paid by you or by someone else, such as a relative using their own card.

No refunds

The examination fee is non-refundable. The Ministère is explicit that even a refused or rejected application does not lead to a refund. That is one more reason to confirm you meet your stream's conditions and that your documents are complete before paying.

Your family situation can also change along the way. If you add a spouse, partner or dependent child after submitting, additional fees apply. If you remove someone, the amount already paid for that person is not returned.

What the fee does not cover

The amount paid to Québec only covers the examination of your selection application. Other costs often come with the project:

  • Expression of interest: free in Arrima, and creating a new one after it expires is free too.
  • French tests: offered by France Éducation international and the Chambre de commerce et d'industrie de Paris Île-de-France; their price is set by those organizations and their test centres, not by the Ministère.
  • Translations: any document in a language other than French or English must be translated by a recognized translator, at your expense.
  • Comparative evaluation of studies: it costs $141 in 2026, but it is not required to apply for immigration. Under Stream 3, you only need one if your regulatory authority asks for it.
  • Permanent residence: once you hold a Québec Selection Certificate (CSQ), the federal application has its own fees, published by Immigration, Refugees and Citizenship Canada (IRCC).

The financial self-sufficiency contract is not a fee paid to the Ministère. By signing it, you commit to being able to support yourself, and any family members coming with you, for the three months after you obtain permanent residence. The reference amounts are in the schedule published by the Ministère.

Paying a consultant does not speed things up

The Ministère states plainly that using an immigration professional does not give you priority or special treatment. You can still hire a representative, but it is not required, and their fees do not replace the official ones.
